Nowadays operations strategy in manufacturing organizations play an important role in achieving prodution goals and this resulted in extensive studies and several models in this area. But despite the growing trend of project-based organizations and the important role that projects play in defensive, constructional, industrial and other sectors, in the field of operations strategy in project-based organizations has not been much research. In this study, after content analysis of the literature, factors affecting the development of operations strategy of these organizations have been extracted in three categories including competitive priorities, project features and manufacturing decision. Then, using the Delphi method, these components were validated by experts of this field and then using fuzzy DEMATEL and according to the experts viewpoint, affecting of the components on each other was extracted in two groups, one including competitive priorities and project features that are inputs for production decisions and the other production decisions. In addition to identifying relationships, the important output of this study, is very high influence which project features such as technical complexity, project type in terms of ownership and etc have on production decisions in project-based organizations. This case can be considered as the difference of operations strategy process in project-based organizations with others.
