For the first time, Herscovitch and Meyer(2002) found that commitment to change has similar structure with organizational commitment, also their subscales were same. Considering another influential model of commitment namely Balfour and Wechsler, the aim of researchers was to investigate whether integration of two models, Balfour and Wechsler and Herscovitch Meyer could be predicted by locus of control of personnel in factory in Isfahan city. 263 staff from a semi-private company participated in the present study. According to the Baulfour & Wechsler (1996) Organizational Commitment Scale new scale for commitment to change was constructed and was investigated its concurrent validity with Herscovitch & Meyer( 2002) Commitment to Change Scale. Rotter (1966) LCS used for measuring locus of control.The results confirmed validity of commitment to change scale and indicated locus of control significantly predict participants' commitment to change. Participants with internal locus of control had high affiliation, identification and normative commitment to change, whereas participants with external locus of control had high exchange commitment to change. According to findings, managers should effort to improve commitment to change of individuals with internal and external locus of control by using different manners such as participation or reward and punishment.
