اعتبارسنجی روش های اکتساب فناوری در روند توسعه یک صنعت دفاعی ایران

چکیده

روش­ ها و مدل­ های متنوعی جهت اکتساب فناوری وجود دارد اما انتخاب صحیح و استفاده بهینه از این روش­ها و مدل­ ها می­تواند در موفقیت فرایند اکتساب فناوری بسیار موثر باشد. در این پژوهش، انواع روش­ها و مدل­های اکتساب فناوری معرفی شده و ضمن نقد این مدل­ها، یک مدل سه بعدی ناشی از برهم کنش عوامل مرتبط با مالک، گیرنده و ماهیت فناوری برای بررسی روش­های اکتساب فناوری استفاده شده در صنعت موشکی ایران، انتخاب شده است. بر اساس این مدل، ایران از ترکیبی از «روش­ های بهینه» (مانند روش استخدام و تبادل نیروی، روش تحقیق و توسعه مشترک، روش اعزام کارشناس به خارج جهت تحصیل و روش مهندسی معکوس)، «روش ­های امکان­پذیر اما غیر بهینه» (مانند روش کلید در دست) و «روش­ های غیر منطبق با مدل منتخب» (مانند روش آموزش تحت نظر مالک فناوری و روش تحقیق و توسعه داخلی) برای اکتساب فناوری ­های مختلف موشکی استفاده نموده است. بر این اساس، ایران به صورت همزمان و موازی از طیف گسترده­ای از روش ­های اکتساب فناوری برای توسعه توانمندی­های موشکی خود استفاده نموده است.

چکیده [English]

There are different models and methods for technology acquisition, but making the right choice and optimal use of models and methods plays an important role in success technology acquisition. In this research different methods and models are both introduced and criticized. In addition, a three dimensional model resulting from the interaction of factors related to owner, receiver, and nature of technology was chosen to survey technology acquisition methods in Iran's missile industry. Based on this model, Iran used a combination of "Optimal methods" (such as Human Exchange and Hiring method, Joint research and development method, Education method and Reverse engineering)," Possible but not Optimal methods" (such as Turnkey method) and "Methods not conforming to the selected model" (such as training and internal R&D method) for acquiring different missile technologies. Based on this, Iran has used a wide range of technology acquisition methods simultaneously and in parallel to develop its missile capabilities.
