The pressure of social demands and the short-term benefits of exploiting oil reserves with a deeper technological development in the upstream field of the Iranian oil industry is a kind of asynchronous. In this article, this asynchrony is examined as a strategic-discursive practice, through reviewing documents and interviewing relevant individuals, and by combining two methods of thematic analysis and discourse analysis. The importance of oil revenues and fuel consumption has turned the exploitation discourse into a dominant discourse in the oil industry. In contrast to this discourse, three technological development discourses, including: internal production discourse, research discourse, and productive development of oil fields. The conflict between the internal production discourse with the exploitation discourse on competitiveness of domestic products relative to foreign products in three areas is price, quality and speed. The conflict of discourse of research with the discourse of exploitation in asynchronous the results of the research are related to the needs of the oil industry. The main conflict between productive development of oil fields discourse with the exploitation discourse is the process of achieving technology with implementation of development projects. Given the prevailing discourse of exploitation, this Asynchronous should be managed through the establishment of strategic balances by strengthening the technology development discourse.
