ارائه مدل نظام نوآوری فناورانه در حوزه حاکمیت الکترونیک ایران

چکیده

در سالهای اخیر و باگسترش فناوری اطلاعات و ارتباطات، تحقق حاکمیت الکترونیک از جانب حکومت ها ضرورتی اجتناب ناپذیر در راستای کاهش هزینه ها، افزایش بهره وری و رضایت آحاد مردم و درنهایت توسعه پایدار محسوب میگردد. علیرغم این امر، متاسفانه شواهد و گزارشات آماری نشان دهنده وضعیت نامناسب ایران در حوزه دولت الکترونیک و حاکمیت الکترونیک بوده و کشور ایران در زمینه شاخص های مرتبط دارای جایگاه مناسبی نمی باشد. در این راستا، تداخلات و عدم انسجام و کارآمدی نظام نوآوری فناورانه در کشور از مهم ترین دلایل این امر برشمرده می شود. بدین ترتیب و باتوجه به اهمیت موضوع، در این تحقیق به تحلیل کارکردها و رشد بخش های فناورانه در حوزه حاکمیت الکترونیک ایران بر پایه توسعه فناوری اطلاعات پرداخته شده و کارکرد نظام نوآوری فناورانه در حوزه حاکمیت الکترونیک ایران مورد بررسی قرار می گیرد. نتایج به دست آمده از پرسشنامه ارائه شده و تحلیل عاملی تائیدی انجام پذیرفته با استفاده از نرم افزار لیزرل بیانگر میزان تاثیر مولفه ها و شاخص های احصا شده در تحقق نظام نوآوری فناورانه در حوزه حاکمیت الکترونیک درکشور بوده و در برنامه ریزی کلان در این حوزه می تواند رهگشا باشد

چکیده [English]

In recent years, and with the advent of information and communication technology, the realization of e-government by governments is an inevitable necessity to reduce costs, increase productivity and satisfaction of people and, ultimately, sustainable development. Regardless of this, unfortunately, the evidence and statistical reports indicate the inappropriate situation of Iran in the field of electronic government and electronic governance, and Iran is not well positioned in relation to related indicators. In this regard, the interactions and the lack of coherence and efficiency of the technological innovation system in the country are among the most important reasons for this. In this regard, due to the importance of the issue, in this research, the analysis of the functions and growth of technological sectors in the field of Iranian electronic governance based on the development of information technology and the formation of innovation system in the field of electronic governance in Iran is studied. The results of the presented questionnaire and the confirmatory factor analysis performed using the LISREL software indicate the impact of the components and indicators measured in the realization of the technological innovation system in the field of e-government in the country, and it can be considered in the macro planning.
