طراحی الگوی ارزیابی عملکرد گروه های کاری: تبیین و بسط الگوی تحلیل پوششی داده های استوار

چکیده

روشها و ابزار ارزیابی عملکرد همواره یکی از مباحث مهم در تحقیقات سازمانی و آکادمیک است. از طرفی توان الگوهای تحلیل پوششی داده ها در ارزیابی عملکرد سبب شده است تحقیقات وسیعی در حوزه های علمی مختلف صورت گیرد. یکی از نکات بسیار مهم در بکارگیری تحلیل پوششی داده ها وجود عدم قطعیت در داده های مربوط به نهاده ها و ستانده ها می باشد. در این تحقیق یک الگوی تحلیل پوششی داده های استوار برای در نظر گرفتن عدم قطعیت در نهاده ها و ستانده ها معرفی شده است. این الگو بر مبنای رویکرد استوار برتسیماس و سیم ارائه شده است. با استفاده از این الگو عملکرد 54 گروه کاری در یک سازمان دولتی مورد بررسی قرار گرفته است. تحقیق حاضر از نظر هدف، از نوع تحقیقات توسعه ای-کاربردی محسوب می شود. همچنین از نظر نحوه گردآوری داده ها این تحقیق توصیفی می باشد. جامعه مورد پژوهش در این تحقیق کلیه گروه های کاری یکی از سازمانهای دولتی می باشد. انتخاب نهاده ها و ستانده ها در این تحقیق با توجه به مطالعه ادبیات موضوع، مصاحبه و نظرسنجی از خبرگان سازمان مورد نظر انجام شده است. بررسی نتایج نشان می دهد که با افزایش میزان خطا در داده ها، نمرات کارایی مربوط به گروه ها کاهش می یابد. همچنین نتایج بکارگیری این الگو نشان می دهد که الگوی تحلیل پوششی داده های استوار نتایج معتبرتر و قابل اتکاتری را برای ارزیابی عملکرد ارائه می دهد.

چکیده [English]

The methods and techniques of performance evaluation are always key issues in organizational and academic researches. On the other hand because of the responsibility of DEA models in performance evaluation, many research methods have been developed around this topic in different scientific areas. One of the primary concerns in application of Data Envelopment Analysis is the uncertainty on input/output data. This paper presents a Robust Data Envelopment Analysis with the consideration of uncertainty on output parameters. The method is based on the adaptation of recently developed robust optimization approaches proposed by Bertsimas and Sims. This study is a developmental-applied research considering the goal and a descriptive research considering the type of data collection. We use all working groups of a governmental organization as statistical population. In the process of selecting inputs and outputs we use literature review, interviewing and gathering viewpoint of experts in the organization. Results show that with increasing error in data, the efficiency scores decrease. With applied crisp DEA model some groups are efficient whereas with applied robust DEA model there is no efficient group. The results indicate that the robust DEA approach can be a relatively more reliable method for performance evaluation.
