Biological threats, whether natural, accidental, or deliberate, pose complex challenges to national security. Enhancing capabilities and improving the state of biological defense in nations is essential. Effective and efficient allocation of resources requires mapping biological defense needs or requirements. This study leverages international experiences in Capability-Based Planning (CBP) and localizes them to provide a comprehensive step-by-step model for the systematic extraction of biological defense requirements. The findings can inform smart policymaking, design flexible strategies, and strengthen inter-organizational coordination in biological defense. Based on the "Research Onion" model, this study is interpretive in philosophy and inductive in approach. Its strategy is a descriptive-case study in the biological defense domain, its objective is applied-developmental, its temporal horizon is cross-sectional, and it employs a qualitative methodology. Data were collected through library studies and brainstorming sessions with 125 experts, and analyzed using thematic analysis. The validity of findings was ensured through feedback and final confirmation by an expert panel. By localizing the CBP method, this research designed and presented a systematic framework for the systematic extraction of requirements in biological defense. The framework is presented as a step-by-step process, including scenario development, defining mission areas, identifying tasks, assigning primary and supporting actors, quantifying and weighting tasks, identifying critical tasks, and preparing a final list of biological defense needs or requirements.
