مدل‌سازی و تحلیل راهبردی اکوسیستم کارآفرینی فراگیر شهری با رویکرد نظریه بازی‌ها (مورد مطالعه: شهر کرمانشاه)

چکیده

یکی از مشکلات عمده شهر کرمانشاه به عنوان یکی از شهرهای محروم در ایران، فقر است. اکوسیستم کارآفرینی فراگیر متشکل از مجموعه عواملی است که به‌صورت مجزا یا درهم‌تنیده به منظور خلق کسب‌وکار در بین گروه‌های فقیر ایفای نقش می‌کنند. مقاله پیش رو به مدل‌سازی و تحلیل راهبردی اکوسیستم‌ کارآفرینی فراگیر شهر کرمانشاه با رویکرد نظریه بازی‌ها می‌پردازد. در این پژوهش با استفاده از یکی از مدل‌های نظریه بازی‌ها موسوم به مدل گراف، به‌عنوان ابزاری مناسب برای مدل‌سازی و تحلیل مسائل پیچیده، بازی شکل‌گرفته بین ذینفعان مختلف اکوسیستم کارآفرینی فراگیر شهر کرمانشاه مدل‌سازی و تحلیل خواهد شد. نتایج مدل نشان می‌دهد با بازیگران فعلی و ترجیحات کنونی آن‌ها، محتمل‌ترین نتیجه ممکن ادامه وضعیت موجود است و بر این اساس احتمال عملیاتی شدن هر نوع اصلاح اکوسیستم کارآفرینی فراگیر شهر کرمانشاه پایین است. همچنین نتایج به دست آمده با استفاده از تحلیل بازی معکوس بیانگر آن است که جلوگیری از تداوم وضع موجود مستلزم اتخاذ سیاست‌هایی با هدف تغییر ترجیحات کنونی کنشگران اکوسیستم کارآفرینی فراگیر این شهر و همراه نمودن آن‌ها برای انجام اصلاحات است، که دستیابی به چنین هدفی نیازمند دخالت، اهتمام و پیگیری مبتنی بر برنامه تصمیم‌سازان ارشد شهر و اجرای سیاست‌های پیشنهادی اکوسیستم کارآفرینی فراگیر در یک بازه زمانی میان‌- بلند مدت است.

چکیده [English]

One of the main problems of the Kermanshah City, as one of the deprived one in Iran, is poverty. inclusive entrepreneurial ecosystem is formed of a set of agents that act separately or intertwined to create business among poor groups. The purpose of this paper is to model and analyze inclusive urban entrepreneurial ecosystem (IUEE) of the Kermanshah City using Game Theory Approach. In this study, the game formed between different stakeholders of entrepreneurial ecosystem of the Kermanshah city was modeled and analyzed using a model of the game theory called Graph Model as a tool for modeling and analyzing such complex problems. model results show that with the current actors and their current preferences, the most likely outcome is continuation of the existing situation, and accordingly, the probability of any kind of entrepreneurial ecosystem reform in Kermanshah city is low. The results obtained from the reverse game analysis also indicate that preventing the continuation of the current situation requires adopting policies aimed at changing the current preferences of entrepreneurial ecosystem actors of the Kermanshah City and accompanying them for reform, so that achieving this goal requires the involvement of senior city decision makers and implementation of the suggested inclusive entrepreneurial ecosystem policies in a medium-long term.
