بررسی و تحلیل عوامل مؤثر بر بهره‌وری کل صندوقهای حمایت از توسعه سرمایه‌گذاری در حوزه کشاورزی

چکیده
صندوق‌های حمایت از توسعه کشاورزی، نهادهای کلیدی در ارتقای بهره‌وری و توسعه دانش‌بنیان در بخش کشاورزی هستند. این پژوهش با هدف شناسایی و تحلیل عوامل مؤثر بر بهره‌وری کل صندوق‌های حمایت از توسعه سرمایه‌گذاری در بخش کشاورزی انجام شده است. این تحقیق از نوع کاربردی بوده و با رویکرد تحلیل شکاف و با استفاده از داده‌های جمع‌آوری‌شده از خبرگان و مدیران صندوق‌ها، به بررسی نه عامل اصلی مؤثر بر بهره‌وری پرداخته است. تحلیل داده‌ها با استفاده از آمار توصیفی و طراحی شاخص‌های ترکیبی و نوآورانه در تحلیل نتایج صورت پذیرفت. نتایج پژوهش نشان می‌دهد که اگرچه صندوق‌ها در برخی زمینه‌ها نظیر عوامل فرهنگی و اقتصادی عملکرد مناسبی دارند، اما در حوزه‌های مدیریتی و آموزش کارکنان با چالش جدی و شکاف قابل توجهی بین وضعیت موجود و مطلوب مواجه هستند. افزون بر این، صندوق‌های حمایت از بخش کشاورزی لازم است در برخی جنبه‌های مدیریتی مانند پاسخ‌گویی به مشتریان نیز اقدامات اصلاحی مناسبی را برنامه‌ریزی و اجرا نمایند. برای ارتقای بهره‌وری، تمرکز بر تقویت عوامل مدیریتی و بهبود سطح آموزش کارکنان از اولویت بالایی برخوردار است. این پژوهش بر این نکته تأکید دارد که برای حل ریشه‌ای مشکلات، اصلاحات باید فراتر از اقدامات فردی و به سمت اصلاحات نهادی و ساختاری هدایت شوند. وضعیت مطلوب عوامل فرهنگی (مانند نگرش مثبت کاری، همکاری و نظم) نشان‌دهنده وجود یک سرمایه اجتماعی قوی در میان کارکنان است. این سرمایه اجتماعی، که از مفاهیم کلیدی در تحلیل نهادی است، می‌تواند به عنوان یک مزیت اساسی برای صندوق‌ها عمل کند.

Agricultural development support funds are key institutions in promoting productivity and knowledge-based development in the agricultural sector. Given the emphasis of governing bodies on enhancing productivity, this study aims to identify and analyze the factors affecting the overall productivity of agricultural investment development funds.This research is an applied type that employs a Gap Analysis approach to compare the current and desired states of productivity factors. Data were collected from experts and managers of the funds using a standard questionnaire. The data were then analyzed using descriptive statistics and a designed composite index. The results of the study show that although the funds perform well in some areas such as cultural and economic factors, they face serious challenges and a significant gap between the current and desired situation in the areas of management and staff training. In addition, agricultural support funds need to plan and implement appropriate corrective measures in some management aspects such as customer responsiveness. To improve productivity, focusing on strengthening management factors and improving the level of employee training is a high priority. This research emphasizes that to solve the root causes of problems, reforms must go beyond individual actions and be directed towards institutional and structural reforms. The favorable state of cultural factors (such as a positive work attitude, cooperation, and discipline) indicates the existence of strong social capital among employees. This social capital, which is a key concept in institutional analysis, can act as a fundamental advantage for funds.
