تحلیل توسعه و کاربرد فناوری کدهای دستوری تلفن‌ همراه در ایران با رویکرد نهادی

چکیده

تلفن ‌همراه بسترهای فناورانه مختلفی برای ارائه خدمات به کاربران دارد. یکی از این بسترها، فناوری کدهای دستوری یا USSD می‌باشد که در سال‌های اخیر توسط کاربران تلفن ‌همراه مورد استفاده قرار گرفته است. هدف پژوهش حاضر، تحلیل نهادی توسعه و کاربرد فناوری USSD در دوره‌ زمانی حیات این فناوری در ایران (1389 تاکنون) با تأکید بر نقش نهادهای سخت و فیزیکی است. جهت‌گیری این پژوهش، کاربردی-توسعه‌ای و هدف آن توصیفی است؛ و از رویکرد کیفی و تحلیل محتوا با روش قیاسی استفاده شده است. ابزار گردآوری داده‌های اولیه، مصاحبه با 10 خبره دارای تخصص و تجربه در حوزه خدمات USSD می‌باشد که در بازه زمانی نیمه دوم سال 1399 صورت گرفته است؛ از منظر داده‌های مورد مطالعه نیز قلمرو زمانی پژوهش حاضر، سال‌های 1389 تا 1399 (کل دوره حیات این فناوری در ایران) در نظر گرفته شد و برای جمع‌آوری داده‌های ثانویه از پایگاه‌های خبری، اسناد قانونی، مقالات و گزارش‌ها استفاده شده است. بر اساس یافته‌های این تحقیق، در سال‌های ابتدایی تاثیرگذاری نهادها و بازیگران بر توسعه و کاربرد این فناوری در مجموع مثبت بوده، اما به تدریج کاربرد و توسعه این فناوری تحت تأثیر توسعه زیرساخت‌های اینترنت پهن‌باند به ‌عنوان یک فناوری جایگزین و تنظیم‌گری‌های متعدد بازیگران شبکه بانکی و خصوصاً بانک ‌مرکزی دچار افول شده است. نتایج این پژوهش، دلالت‌ها و پیشنهادات سیاستی و پژوهشی برای سیاست‌‌گذاری در خصوص فناوری‌های جدید ارائه می‌نماید.

Mobile phones utilize multiple technologies in order to provide services for users. USSD, is one of the most used technologies, which has been used by mobile phone users in recent years. The aim of this paper is to analyze evolution of its development and application in Iran from 2011 to 2021 by an institutional approach. Moreover, this study includes analysis on how institutional players influenced USSD technology development and utilization. Findings are categorized into four periods of introduction to the market, growth through the market, limitations and challenges, and stagnation. Each period is analyzed from practical, policy, business, economic and political aspects. To collect data, 10 experts were interviewed. Besides, documents, reports, events, media news, rules and regulations related to the USSD were analyzed. Findings indicate that over the first and second period, institutions and players have positive impact on scaling up the application of technology in the market. However, in the subsequent periods, USSD technology negatively affected by central bank restrictive regulations and reorientation of banking and payment service providers, resulting from a new powerful alternative namely mobile internet. Findings also present policy suggestions and implications for policy-making on how face new technologies as well as future research avenues for policy researchers.
