از خرید کارخانه تا طراحی کارخانه: مورد کاوی دو سرمایه گذاری صنعتی مشترک سازمان گسترش و نوسازی صنایع در صنعت غذایی در دوره‌های قبل و بعد از انقلاب

چکیده

تمرکز بر تجربه زیسته افراد و سازمان­ها یکی از روش‌های مناسب برای فهم شکست­ها و موفقیت­های تاریخی در حوزه همکاری‌‌های فناورانه و صنعتی است. بر این اساس، در این پژوهش با تمرکز بر داده­های حاصل از مصاحبه­های نیمه ساختار یافته مبتنی بر تجربه زیسته آقای داریوش محجوبی که یکی از مدیران پروژه پیشین سازمان گسترش و صنایع نوسازی ایران در هر دوره قبل و بعد از انقلاب بوده­اند و در پروژه­های مرتبط با سرمایه­گذاری­های مشترک سازمان گسترش و نوسازی صنایع ایران حضور فعالی داشته­اند مورد بررسی قرار گرفته است. نتایج  مورد کاوی دو تجربه متفاوت ایشان در سرمایه گذاری مشترک قبل و بعد از انقلاب در صنعت غذایی نشان می‌دهد که نگاه به مفهوم فناوری در همکاری‌های فناورانه با طرف خارجی و هدف سیاستگذار از همکاری (توسعه توانمندی‌های فناورانه داخلی یا استفاده از ظرفیت داخلی) نقش مهمی در نتایج و دستاوردهای همکاری دارد.  بر این اساس، در شرایطی که نگاه در همکاری فناورانه و صنعتی به جای صرف وارد کردن تجهیزات و بهره برداری از آنها به روابط بخش‌های مختلف فرایند تولید و جریان نیازهای موجود در آن واحد صنعتی یا کارخانه تغییر یابد و در نهایت به تسلط بر طراحی کارخانه منجر خواهد گردد، نتایج بهتری از منظر اثربخشی همکاری‌های فناورانه به دست می‌آید. بر این اساس در صنعت غذایی رویکرد کلید در دست قبل از انقلاب، ایران را به واردکننده تجهیزات تبدیل کرده بود. اما تجربه پروژه شیر سنندج بعد از انقلاب و تسلط بر طراحی فرایند امکان مدیریت پروژه مطابق نیازهای بومی را فراهم می‌کند.

One of the best methods to understanding our historical failures and successes in technological and industrial cooperation is focus on the lived experience of individuals and organizations that are directly involved in an event or the formation of events related to that field. Accordingly, in this research by semi- unstructured interviews, we have been attempted to focus on the story of one of the former project engineers of the IDRO, Dr. Dariush Mahjoobi, in projects related to joint ventures, both in the pre-revolutionary period and in the post-revolutionary period and explain the differences of pre and post revolution era. The research results show that the kind of insight on the concept of technology is very important in the technological cooperation and the aim of policy-maker from cooperation with foreign (development of internal technological capabilities or local content requirement). So, when our focus instead of equipment and machinery, concentrates on achieving the knowledge of relationship in production procedure and flowsheet of necessary requirement in one manufacturer and at the end lead to layout design, the results of the cooperation are more effective. Accordingly, in the food industry, the turn-key approach before the revolution had turned Iran into an importer of equipment. But the experience of Sanandaj Milk Project after the revolution and mastering the Functional design allows the project to be managed according to local needs.
