Investigation the Strategic Importance of Delegation of Authority for Governmental Organizations Effectiveness (Case Study: Municipality of Mashhad)

Abstract

Today, large modern organizations are facing with a variety of practices and issues and different problems, so it is necessary to culture making in field of delegation of authority from senior managers to managers at lower levels and to decentralizing in performing the tasks. In this regard, the aim of this study was to investigate the relationship between delegation of authority and effectiveness of employees in Mashhad municipality zones. The research method was survey and systematic random sampling was used among 377 experts and managers of Mashhad municipality with self-made questionnaire. Validity of questionnaire was approved by experts in the specialized field and Cronbach’s alpha coefficient (0.914) confirmed the validity. The validity of questionnaire is also tested using confirmatory factor analysis.
The dimensions of the delegation of authority (preparation, planning, dialogue, gratitude and control) and effectiveness were tested using structural equation modeling analysis. The findings show that there are significant relationship between three steps of delegation of authority (gratitude, planning and preparation) and effectiveness.
