Abstract

Control is a crucial sub-process of the strategic management process. But in Iranian researches, it is less explored than it should be. The main question of this research is that: 'why most of the national trade strategies are not controlled, or not properly controlled?' So, we tried to identify and model the barriers of implementing controlling system for national strategies, after gathering required data through literature review and interviews with experts.
Finally, we analyzed data through Grounded Theory method by help of MaxQDA 10 software solution. Results show that there are 7 categories of barriers that include: administrative barriers, design barriers, legal barriers, cultural barriers, barriers in trade processes, implementation barriers, and barriers of updating controls.
