Representation of the Concept of Retirement in the Discourses of the Islamic Revolution in Iran (With Emphasis on the Law of Development Programs in the Country)

Abstract

Although the issue of pensions is a major concern for most countries worldwide due to rising life expectancy and declining birth rates in recent decades, statistics and the status of pension funds in Iran show that Iranian society in recent years It will experience more serious crises than other countries in this regard and will become one of the themes affecting the internal construction of national power. This important issue, despite the complexities it has in its overt and covert layers, is often taken for granted and left to hand-held solutions, so that it can be said to have encountered a kind of composite complexity. Contrary to popular belief, reflection on this phenomenon cannot be summed up solely in pension funds or the Social Security Administration. Because many of the problems and issues that are revealed within the funds are not rooted in expertise and technique and in-house, but are rooted in the extra-organizational dimension and in the deeper layers, namely political and social discourses. Accordingly, in order to have a deep understanding of this phenomenon, one should not be fascinated by seductive appearances and gossip, but it is worthwhile to achieve more fundamental factors by crossing the surface of appearances. Therefore, the aim of this study is to gain a deep understanding of the extra-organizational aspects of the phenomenon of retirement and to present its history in the context of political and social discourses and to describe the characteristics of their semantic systems. The main question of this research is how the concept of retirement is represented in the discourses after the Islamic Revolution? To achieve this goal, discourse data are analyzed by Laclau and Mouffe method. In this method, each text is compared with other texts as well as semantic developments in the historical course. In this study, the concept of retirement after the Islamic Revolution in the context of the context of the three major political and social discourses (construction and reform) with emphasis on the texts of the law of development programs, to understand the main signs and specific details of each discourse and Discover the differences in approach, policy-making and practice between these discourses. The findings show that although the concept of retirement in the context of political and social discourses (construction and reform) during the three decades after the victory of the revolution in terms of discourse analysis (themes, signs, signs, meanings, etc.), was not the same. Is. That is to say, different and sometimes contradictory meanings have been established in the concept of retirement as a floating sign in every discourse space, but all past discourses have more or less marginalized valuable meanings from the future of research. Meanings that can prevent the severity of the future crisis and curb the growing dependencies of the government, but these meanings have been marginalized in the process of reducing the meaning of short-term discourses. Some of these meanings include intergenerational justice, setting cost uncertainties with income uncertainties, meaning the cost life cycle, being sensitive to the future and caring for intergenerational resources, making commensurate commitments, and so on. Since pension policies are associated with care for the elderly, long-term reserves, commitments for future generations, intergenerational resources, and intergenerational justice, the findings of this study on the "semantic reduction" narrative, can be used by actors dealing with intergenerational and long-term policies. Accordingly, the results of this study can be used by macro-policymakers and institutions that are concerned with national security and the strength of the internal construction of the future national power of the Islamic Republic of Iran.
