The Developing of Vision and Maturity Model for ICT Development in 1404 with Foresight Approach

Abstract

Developing and sharing vision is the first step to an effective and efficient use of IT for aligning with mission, goals and strategies. This paper with an innovation approach tries to design MOD4 IT vision based on new IT drivers and paradigms such as Service Oriented Enterprise, Networked Enterprise and Cloud Computing. The vision and its maturity model have developed based on foresight approach and according to scientific methodologies. The 35 numbers of IT managers and Experts from MOD relative industries and universities participated in the main panel and four foresight subgroups. According to the designed vision and its maturity level in 1404, MOD approaches, a Collaborative Networked Organization (networked organization strategy and co-evalution with national security) and online support of army forces.
