بررسی خطاها و محدودیت های پیاده سازی موفق خوشه صنعتی فرش با تاکید بر نقش بومی سازی: یک مطالعه پدیده نگاری

چکیده

فرایند توسعه و بهبود خوشه های صنعتی وابسته به مطالعات پیش از پیاده سازی خوشه است به منظور  شناسایی و رفع مشکلات و تسهیل محدودیت هایی که مانع از تحقق بهره وری در خوشه می گردد، این مطالعه، یک تحقیق میدانی است که با استفاده از رویکرد پدیدارنگاری به شناسایی موانع و محدودیت های خوشه صنعت فرش استان سیستان و بلوچستان می پردازد. خوشه تحت مطالعه شامل بسیاری شرکت های خصوصی و دولتی درگیر در این حوزه است که تحت عنوان ذینفعان شناخته می شوند و بیش از 6000 نیروی کار و بافنده را دربر میگیرد. تجزیه و تحلیل پدیدارنگاری نشان می دهد که از نظر ذینفعان، مشکلات ساختاری و رفتاری- اجتماعی، فعالیت های خوشه را برای تحقق دستاوردهای مناسب محدود می سازد. ضمن اینکه محدودیت هایی زمینه ای در استان نیز در پیاده سازی موفق خوشه، دشواری هایی را در سطوح بالاتر باعث گردیده است.

چکیده [English]

According to the literature, the process of development and improvement of the cluster is dependent on complete cognitive studies prior to the implementation of the cluster, which leads to the identification and resolution of problems and facilitates constraints that prevent the achievement of productivity in the cluster. This study carried out a field study using a phenomenographic approach to identify problems and cluster constraints of carpet industry in Sistan and Baluchestan province. The study cluster includes many number of private and public companies involved in this field, known as beneficiaries, and more than 6,000 workforce and weavers. Phenomenographic analysis shows that, in terms of beneficiaries, structural and behavioral social problems, cluster activities limit the achievements of the achievement. In addition, the constraints of the province in the successful implementation of the cluster have caused difficulties at higher levels. Finally, the study ends with the presentation of the outcome space and applied concepts and studies.
