چکیده

باتوجه‌به سرعت‌بالای پیشرفت علم، فناوری و نوآوری، سیاست‌گذاران این عرصه برای دست‌یافتن به سیاست‌گذاری مؤثر، کارآمد و به‌هنگام، نیازمند به‌روزرسانی مداوم اطلاعات خود هستند. از طرفی اغلب فرصت لازم برای تمرکز تخصصی و پژوهش علمی پیرامون مسائل را پیدا نمی‌کنند. به این خاطر کانون‌های‌تفکر به‌عنوان سازمان‌های پژوهشی فعال در زمینه سیاست‌گذاری به یاری سیاست‌گذاران می‌آیند. پژوهش حاضر باهدف بررسی و تبیین نقش کانون‌های‌تفکر در سیاست‌گذاری علم، فناوری و نوآوری ایران، با بهره‌گیری از روش مطالعه موردی چندگانه انجام شده است. موردهای بررسی‌شده به‌صورت هدفمند از میان کانون‌های‌تفکر فعال در عرصه سیاست‌گذاری علم، فناوری و نوآوری انتخاب‌شده‌ و دو حوزه فناوری نانو و هوش مصنوعی را در بر می‎گیرند. منابع گردآوری داده‌ها شامل مقالات، مصاحبه‌های نیمه ساختاریافته، مستندات بایگانی و اسناد رسمی منتشرشده توسط کانون‌های‌تفکر است. تحلیل داده‌ها با استفاده از روش تحلیل محتوای کیفی و کدگذاری آن‌ها به کمک نرم‌افزار ATLAS.ti انجام شد. یافته‌های پژوهش بیانگر 14 نقش در قالب 47 مداخله و 233 فعالیت متمایز برای کانون‌های‌تفکر در سیاست‌گذاری علم، فناوری و نوآوری ایران است. این نقش‌ها عبارتند از: آینده‌ساز، مرجع رگولاتوری، تأمین‌کننده نیروی انسانی متخصص، میزبان و مولد ایده، بانک اطلاعاتی، ارزیاب اسناد سیاستی، متولی توسعه بومی، مروج، سیاست ساز، بازوی فکری و پژوهشی سیاست‌گذاران، میانجی، شبکه ساز، فراهم‌کننده زیرساخت توسعه و مدیریت کننده بازار.

The Role of Think Tanks in Science, Technology and Innovation Policymaking in Iran: A Multiple Case Study

Given the rapid pace of advancement in science, technology, and innovation, policymakers in this field need to constantly update their information to achieve effective, efficient, and timely policymaking. On the other hand, they often do not find the necessary opportunity for specialized focus and scientific research on issues. For this reason, think tanks come to the aid of policymakers as active research organizations in the field of policymaking. The present study aims to explore and explain the role of think tanks in the policymaking processes related to science, technology, and innovation (STI) in Iran, using a multiple case study approach. The cases studied were purposefully selected from think tanks active in STI policymaking and cover two areas: nanotechnology and artificial intelligence. Data collection sources include articles, semi-structured interviews, and documents published by think tanks. Data analysis was conducted using qualitative content analysis and coding using ATLAS.ti software. The findings of the research identify a total of 14 distinct roles performed by think tanks, manifested through 47 types of interventions and 233 specific activities contributing to STI policymaking in the country. These roles include: future maker, regulatory authority, provider of expert workforce, host and generator of ideas, database, policy document evaluator, local development trustee, promoter, policy maker, intellectual and research arm of policymakers, mediator, network builder, provider of development infrastructure, and market manager.
