تحلیل تاریخی چالش‌های پیاده‌سازی سیاست‌های تدارکات عمومی حامی نوآوری در ایران

چکیده

نقش سیاست‌های تدارکات عمومی حامی نوآوری در تحریک تقاضا در دهه‌های اخیر مورد توجه سیاستگذاران خصوصا در کشورهای توسعه یافته قرار گرفته است. به منظور بررسی تحلیلی تاریخی روند تطوری این دسته از سیاست‌ها در ایران، مطالعه چند موردی از سیاست‌های افقی و عمودی و مقایسه آنها در این مقاله انجام می‌شود. مهمترین نمود این سیاست‌ها از سال 1375 و با تصویب قانون حداکثر استفاده از توان داخل اجرا و به مرور تکامل یافت. در این پژوهش از سیاست‌های افقی، قانون حداکثر استفاده از توان داخلی (مصوب 1375، 1391 و 1398) و ضوابط بکارگیری تسهیلات اعتبار صادراتی یا فاینانس (مصوبه شورای اقتصاد در بازه زمانی 1390 تا 1396)؛ و از سیاست‌های عمودی سیاست 10 قلم کالای اساسی نفت (اجرا در سال 1394) و نمایشگاه ساخت ایران (آغاز اجرا در سال1391) مورد بررسی قرار می‌گیرد. این چهار برنامه سیاستی بر اساس الگوی سیاستی چهاربخشی تحلیل ابعاد تدارکات عمومی حامی نوآوری تحلیل شده و با یکدیگر مقایسه شده‌اند. بررسی تطور ابزارهای سیاست تدارکات عمومی حامی نوآوری نشان می‌دهد، شفافیت تقاضا مبتنی بر اولویت‌های بخش‌های مختلف، احصاء، ارزیابی و ارتقای توانمندی داخلی، نهادهای واسط (مدیریت هزینه‌های مبادله) و ارتقای نظام حکمرانی، در جهت توسعه نوآوری‌های بخشی مهمترین چالش‌های مشترک در چهار برنامه مورد بررسی است. یافته‌های این پژوهش دلالت بر تکرار چالش‌ها و نواقص سیاستی در فرآیند متنوع‌سازی و تطور برنامه‌های سیاستی افقی و عمودی تدارک عمومی حامی نوآوری در ایران است که پیشنهاد می‌شود در تلاش‌های آتی سیاست‌گذاری مورد توجه قرار گیرد.

The role of public procurement for innovation as a demand-push policies has been considered by policymakers in recent decades, especially in developed countries. In order to study the historical analysis about the evolution of these policies in Iran, several cases of horizontal and vertical policies are studied and compared in this research. The most important policy of these has been implemented and evolved since 1996 with the approval of the law on maximum use of local production and services capacity. In this study, for horizontal policies, law on maximum use of local production and services capacity (approved in 1996, 2012 and 2019) and law of foreign financing facilities (approved by the Economic Council in the period 2011 to 2020); And from the vertical perspective, the program of supplying 10 basic equipment in Oil Industry (implemented in 2015) and the exhibition made in Iran (beginning of implementation in 2012) are selected. These four policy programs are analyzed and compared based on the framework of PPI. Examining the evolution of this policy tools shows that demand transparency based on the priorities of different sectors, identification, evaluation and promotion of internal capacity, intermediary institutions (for exchange cost management) and governance system, to develop sector innovations are the four most important common challenges. The findings of this study indicate the repetition of policy challenges and shortcomings in the process of diversification and the evolution of horizontal and vertical policy programs of public procurement supporting innovation in Iran, which is suggested to be considered in future policy efforts.
