رویکرد اقتصاد سیاسی به سیاست صنعتی از منظر هاجون چانگ مطالعه موردی طراحی الگوی توسعه صنایع پایین دست پتروشیمی گازی در ایران

چکیده

از مفهوم کلاسیک "حمایت از صنایع نوزاد" تا تجربیات سیاست‌های ماموریت‌گرا در دولت‌های توسعه‌ای دهه‌های اخیر، همگی هدف‌گیری بخش‌های اقتصادی با بازدهی فزاینده را به عنوان جوهره اصلی سیاست صنعتی مورد توجه قرار داده ‌اند. محوریت دولت در اتخاذ سیاست صنعتی باعث می‌شود ظرفیت ساختاری و نهادی دولت خصوصا از منظر اقتصاد سیاسی به عنوان یک عامل اساسی در موفقیت سیاست‌های صنعتی اهمیت یابد. بدین منظور چارچوب تحلیلی اقتصاد سیاسی سیاست صنعتی هاجون چانگ، اقتصاددان کره‌ای الاصل دانشگاه کمبریج برای صورت بندی و تحلیل سیاست صنعتی ایران در این مقاله بررسی شده است. بر اساس این رویکرد نظری، راهبرد مطالعه موردی کیفی در حوزه توسعه صنایع پایین دست پتروشیمی با خوراک گازی انجام شده است. نتایج پژوهش نشان می‌دهد که محوریت تحولات ساختاری توسعه صنعتی در این صنعت، الگوی تامین خوراک و توانمندی‌های خدمات مهندسی می‌باشد. در لایه نهادی، موضوعات رگولاتوری، ساختار بازار و هماهنگی ‌های سیاست تولیدی و سیاست بازرگانی اهمیت دارد و از منظر اقتصاد سیاسی، تعارضات ذی‌نفعان در سطح سازمان و راهبردهای ملی در بهره‌گیری از رانت‌های حاصل از اجرای سیاست‌ها باید مورد توجه قرار گیرد.

From the classic concept of "supporting infant industries" to the experiences of mission-oriented policies in developing countries in recent decades, all have focused on targeting and increasingly productive economic sectors as the main industrial policy. The structural and institutional capacity of the government is considered as a key factor for success in the industrial policy. In this paper, the economic policy of Korean Economist Ha-Joon Chang is used to analyze Iran's industrial policy. In this work based on the theoretical approach, Qualitative case study strategy has been developed in the field of downstream petrochemical industries. The research results show that the importance of structural transformation for industrial development is the pattern of feed supply in the petrochemical industry and service engineering capabilities. Regulatory issues, market structure, production policy, and business policy are important at the institutional level and conflicts of beneficiaries at the organizational level, and the creation of strategies to prevent corruption should be considered in the political economy level.
