Abstract

Research, Technology and Innovation Development is rarely the work of an individual or a particular company, and mostly is the work of a set of components and require appropriate relationships among these components. Some components of this network include: policy making and planning institutions, research and educational centers, financial and credit institutions, legal and regulatory institutions, research and development units and ... There are various research institutes in Iran -such as universities, research institutes affiliated government organizations, public institutions, private institutions and ... - that do research activities and there is confusion over mission and functions of each of these institutions. According to 44 principle of the constitution and Privacy Policy of government, the role of research institutions will be very noticeable. But the fact is showing that these institutions have not been able to find its real place in our country. In this survey is identified lack of optimal use of private research institutions capacity with using the literature and interviews with experts. A survey questionnaire including 17 factors is distributed between 120 research institutions managers and research managers to validate and rank the factors identified. The result of Research shows that the lack of legal clarity to protect private research institutions, non-operating fully tax deductible and insurance, bureaucracy and inflexibility of management system of applicant unit in conceding research are the main obstacles to the efficient use of the capacity of private research institutions in Iran.
