Designing of Performance Evaluation Working Groups: Development and Elaboration a Robust Data Envelopment Analysis Model

Abstract

The methods and techniques of performance evaluation are always key issues in organizational and academic researches. On the other hand because of the responsibility of DEA models in performance evaluation, many research methods have been developed around this topic in different scientific areas. One of the primary concerns in application of Data Envelopment Analysis is the uncertainty on input/output data. This paper presents a Robust Data Envelopment Analysis with the consideration of uncertainty on output parameters. The method is based on the adaptation of recently developed robust optimization approaches proposed by Bertsimas and Sims. This study is a developmental-applied research considering the goal and a descriptive research considering the type of data collection. We use all working groups of a governmental organization as statistical population. In the process of selecting inputs and outputs we use literature review, interviewing and gathering viewpoint of experts in the organization. Results show that with increasing error in data, the efficiency scores decrease. With applied crisp DEA model some groups are efficient whereas with applied robust DEA model there is no efficient group. The results indicate that the robust DEA approach can be a relatively more reliable method for performance evaluation.
