Using Porter's Five Forces Analysis in Developing a Technology Roadmap (Case Study: Developing Biotechnology Roadmap)

Abstract

Appropriate utilization of science and technology, management, prioritization and its related planning require developing its policies and plans for the future in accordance with national competitive capabilities and attractiveness. Technology roadmap is considered as one of the functional tools to determine priorities and future plans of each sector. Application of the roadmap may be efficient in science and research development relying solely on the sectoral capabilities, but it is not necessarily implementable in the level of technology development, production and market penetration. Competitive forces including suppliers, customers and competitors can contribute to the manner and entry into the market. Consideration of industrial structure and circumstances of studied sector is of special importance in determining priorities and providing a roadmap in drafting a roadmap, especially technology roadmap. This study has presented National Biotechnology Roadmap in four sector comprising health, agriculture, industry and environment and provided knowledge-based development plan of this section in order to achieve the objectives of map for short, medium and long term considering the national biotechnology macro and sectoral documents and master plans and with a look at the world markets, national capabilities in products, technologies and resources as well as considering industry structure in each of the markets to scrutinize the possibility of entering in each of the market segments. Knowledge-based development plan in each of the markets has been presented at three different periods. This study has been designed using the layered roadmap in five layers by the help of industry structure model in Porter's five forces as well as expert panels and individual interviews with experts of biotechnology and technology management sectors as a partnership.
