Cognition Mind Patterns of Expert in Public Organisation of the Country: Promotion or Lack of Promotion of Human Resource Productivity of Public Sector

Abstract

The key to productivity of human resources, is identify, recruit and retain the employee excellent. The personnel or human capitals to achieve the goal of improving productivity, its value as a strategic partner organization have proved. In this regard, the first key factor, attitudes, views and mind patterns of managers and employees. The aim of this study is to identify and better understand the perspectives and mind patterns governmental organizations about the factors affecting the productivity of human resources and for their dominant mental model of these factors. Theoretically, eleven paradigms discovered a distinctive species thought patterns, perceptions and mind patterns of shows participants that the two well perspective of the productivity of human resources policy at the executive agencies and the device has been accessed. Among them, the first and second perspective, as well as the productivity of the organization's human resources policy and administrative instruments shows. According to the interprent criteria Q, and based on the representation of views content, to the naming and interpret every action paradigm and also provided research recommendations.
