Defense industries in several countries are in the process of transition to open innovation paradigm. Defense industries in our country, to taking maximum advantage of the existing knowledge capacities and reduce costs and time of access to products and services, are forced to travel to this paradigm. So, the main aims of this research are identifying, classifying and prioritizing the challenges in front of defense industries in transition to open innovation paradigm. Hence, after interviewing with 12 experts from defense industries 25 key challenges were identified. After that, by obtaining the ideas of 10 experts from university and industry, identified challenges were classified in 6 groups. Afterward, by distributing questionnaires among 67 of managers and specialists of defense industries and implementing Friedman Test with 42 completed questionnaires, key challenges were prioritized individually. Other result of this research is to prioritize challenges in 6 classes that respectively are: cultural, motivational, contextual, procedural, infrastructural and capabilities. At the end, is recommended to managers and policy makers of defense industries that pay more attention to soft challenges (cultural, motivational and contextual), because resolving these challenges leads to preparing context and chvironment for resolving hard challenges (procedural, infrastructural and capabilities).
