Introducing the Model for Identification and Qualitatively Evaluating Risks of Outsourcing R&D Projects (Case Study: Defense R&D Projects)

Abstract

The high rate of technology changes, lack of equipment, instruments and specificity laboratories and the low level of skills, are the most important problems faced by iranian defensive R&D managers. outsourcing R&D is one of a new ways of management approaches that has gains particular place in facing these restrictions and defects. beside all advanteges mentioned about outsourcing, it has risks and hazards for organizations too. Hence implementation of Risk management in outsourcing R&D is an important issue that should not passover. Several models have been proposed for risk management that PMBOK4 is typical one. In this research, in order to identify and qualitative risks analysis of defensive outsourcing R&D. PMBOK has been used and the main data gathering source is the expert and sophisticated people in implementation of defensive R&D projects. by analysing of the gathered data in the form of first questionnaire, the risks of defensive outsourcing R&D have been identified and the risk breakdown structure has been proposed based on appropriate category. In the next stage, by the analysing of the gathered data from second questionnaire, the risks of defensive R&D outsourcing have been analysied qualitatively.
