A Policy Framework for Energy in the Industry and Technology Sector

Abstract
This study aims to provide policy recommendations for the revision of national energy policies from the perspective of the industry and technology sector. By examining global and national trends, the research identifies the requirements and policies relevant to sustainable energy development and novel technologies. A qualitative mixed-methods approach was employed, comprising content analysis of high-level policy documents, comparative studies of selected countries, and semi-structured interviews with experts. The study's theoretical framework is founded on the categorization of policies into mission-oriented and diffusion-oriented types. To analyze diffusion-oriented policies, the functions of the "Technological Innovation System" (TIS) framework were utilized. The results indicate that diffusion-oriented policies should focus on enhancing efficiency, knowledge development, and technological networking, whereas mission-oriented policies must pursue macro-level objectives such as developing renewable energies, reducing energy intensity, and advancing smart grids. The formulation of integrated and coordinated policies within this framework can lead to the optimal utilization of resources, the achievement of sustainable development goals, and an increase in the nation's industrial competitiveness.
