یکپارچگی صنایع دفاعی و غیردفاعی: یک بوم‌نگاری خط‌مشی در صنعت دفاعی

چکیده

صنایع دفاعی یکی از بخش‌های مولد و پیشرو کشور در عرصه علم و فناوری و محصولات پیشرفته هستند که می‌توانند هم‌زمان و به صورت دومنظوره درگیر تولید محصولات و فناوری‌های دفاعی و غیردفاعی شوند. در برنامه ششم توسعه نیز به استفاده از ظرفیت‌های مازاد صنایع دفاعی برای بخش غیردفاعی تأکید شده اما پرسش اصلی این است که برای تحقق اثربخش این هدف چه جهت‌گیری باید اتخاذ گردد؟ پاسخ، انتخاب خط‌مشی یکپارچگی صنایع دفاعی و غیردفاعی کشور است که از آن به دومنظوره‌سازی صنعت دفاعی تعبیر می‌شود. برای بکارگیری این ظرفیت کشور باید در نگاهی جامع بتواند در ایجاد و نهادینه کردن ارزش‌های سازنده آن به صورتی علمی و عملی مؤثر باشد و حتی در آینده رهنمودهایی برای اجرای خط‌مشی دومنظوره‌سازی و ارزیابی پیامدهای آن نیز ارائه کند. اما اگر نسخه این خط‌مشی‌ها بر سیاق ملاحظات نظری و عملی دوراندیشانه و علمی تعبیه نشده باشد کماکان دردهای ملی دوا نخواهد شد و حتی به آنها افزوده هم خواهد شد. در راستای شناسایی این مسیر در این پژوهش ابتدا بر اساس مطالعه مستندات مکتوب و مصاحبه با خبرگان دانشگاهی و صنعتی با شناسایی الزامات و اقتضائات دومنظوره‌سازی صنعت دفاعی ایران، اقدام به طراحی مدلی تحلیلی/فرآیندی به عنوان راهنمای عملی خط‌مشی‌گذاران این عرصه شده است. بوم‌نگاری خط‌مشی اشاره به گردآوری اجزاء و عناصری دارد که تشکیل‌دهنده رفتار برخی زیر مجموعه‌ها/فرآیندهای فضای زیستی صنعت دفاعی هستند. یافته‌ها نشان از توجه به سه مجموعه عنصر محوری شامل پیشران‌ها، زمینه‌سازها و راهبردها و شش بُعد سازمان‌دهنده و همچنین 28 مؤلفه پایه مؤثر بر جهت‌گیری به سمت یکپارچگی صنایع دفاعی و غیردفاعی دارد.

In the sixth development plan (c) Iran to use the surplus capacity of the defense industry to non-Defense Department stressed. The main question that it is effective for the realization of this, how should policy be formulated? The defense industry sector, one of the leading productive sectors and in the field of science and technology and the development of advanced products that simultaneously for a dual purpose can be to produce the products and technology of Defense and non-defense employment. Governments always sought to identify and resolve general issues are society; today, the promotion of national production and utilization of internal capacity for it, the orientation is that public policy makers pay more attention implies. But, if the version of this policy are based on theoretical considerations and practical dorandishane siagh and scientifically designed, will continue the national pain medicine. So in this study, for the quality of documentation and studies with interviews with people from the academic and industrial experts knowledgeable, acting as a model to design practical policy makers view the arena, in the form of qualitative content analysis, we have. The results of this research, attention has to the three The pivotal factor, 6 dimensions, 28 components and guidelines for building the dual use defense industry policy.
