همپایی فناورانه در صنایع مبتنی بر سامانه های پیچیده ، مطالعه موردی صنعت پتروشیمی ایران
در راهبردهای توسعه محصولات و سیستم های پیچیده، همپایی فناورانه از مهمترین راهبردهای کاهش شکاف فناورانه بین کشورهای متأخر با رهبران فناوری است، که در این فرآیند کشورهای متأخر با تقلید، جهش و سرمایهگذاری میتوانند فاصله خود را با رهبران کاهش دهند. در دهه اخیر این راهبرد موردتوجه بسیاری از پژوهشگران بوده است، ولی بررسیها نشان میدهد به دلیل عدم توجه بهتمامی مؤلفههای مؤثر در زیستبوم فناوری بسیاری از این تجربیات ناموفق بودهاند. با توجه به پیچیدگی محیط اقتصادی، عدم قطعیتها و تغییرات محیطی، کنشهای عوامل مؤثر در زیستبوم متغیر بوده که لازم است اثر این عوامل بر فرآیند همپایی مدنظر قرار گیرد. نتایج این پژوهش نشان میدهد، وقوع همپایی فناورانه موفق در محصولات و سیستمهای پیچیده، نیازمند ارتقاء قابلیتهای فناورانه، متناسبسازی سیاستهای حکمرانی در مقیاس ملی و بهرهمندی مناسب از مزیتهای نسبی کشوراست. در این پژوهش با تمرکز بر قابلیتهای فناورانه و بررسی ادبیات موضوع و تحقیقات میدانی، با استفاده روش پژوهش ترکیبی عوامل مؤثر بر همپایی فناورانه، شناسایی، تحلیل و اولویتبندی شدهاند. یافتهها نشان میدهد عوامل اساسی شامل قابلیتهای تکنیکی و زیرساختی، ادغام در زنجیره ارزش جهانی، حکمرانی، رژیمهای فناورانه، سرمایههای اجتماعی، انباشت ثروت و منابع مالی، منابع فیزیکی و جغرافیا، تحریمهای اقتصادی، عوامل و مؤلفههای بازار و نهادسازی بر وقوع همپایی فناورانه در صنعت پتروشیمی ایران مؤثر میباشند.

تحلیل عوامل مؤثر بر همکاری فناورانه شرکتهای بزرگ و شرکتهای فناور در حوزههای فناوری زیستی و نانو
پژوهش حاضر بهدنبال شناسایی عوامل مؤثر بر همکاری فناورانه بین شرکتهای بزرگ و شرکتهای فناور1 می-باشد. در این راستا با استفاده از روش مطالعه چندموردی، 9 همکاری در بازه زمانی 1385 تا 1395 بین 3 شرکت بزرگ و 9 شرکت فناور در حوزه فناوری نانو و زیست فناوری در ایران مورد بررسی قرار گرفته و گردآوری دادهها از پاییز 1395 تا بهار 1396 با 19 مصاحبه نیمهساختار یافته با افراد کلیدی شرکتهای بزرگ و فناور درگیر در تجربههای همکاری انجام شده است. برای تحلیل دادهها از تحلیل محتوا به روش کدگذاری محوری استفاده شده است. بر اساس نتایج، عوامل مؤثر بر همکاریها بهتفکیک چالشها و پیشرانهای خاص برای شرکتهای بزرگ و شرکتهای فناور و نیز حوزه فناوری بیان شدهاند. از جمله عوامل چالشی در همکاریها میتوان به رویههای پیچیده اداری شرکتهای بزرگ و عدم آشنایی شرکتهای فناور با قواعد کسب و کار اشاره کرد. تسلط شرکتهای فناور بر دانش فنی و دسترسی شرکتهای بزرگ به بازار نیز از پیشرانهای اصلی همکاریها بودهاند. این عوامل میتواند به سیاستگذاران و شرکتهای بزرگ و شرکتهای فناور در مرتفع کردن چالشها و تقویت پیشرانهای همکاری کمک شایانی نماید.

مسیر شکل گیری و توسعه توانمندی نوآوری فناورانه در شرکت های نوپای فناور بخش تجهیزات پزشکی استان فارس
نوآوری فناورانه ستون فقرات شکلدهنده شرکتهای نوپای فناور و یکی از عوامل اصلی بقا و کسب مزیت رقابتی برای این شرکتهاست. ایجاد جریان مداومی از نوآوریها در این شرکتها مستلزم شکلگیری توانمندی نوآوری است. این پژوهش با مطالعه عمیق هشت شرکت نوپای فناور بخش تجهیزات پزشکی استان فارس با رهیافتی تاریخی با هدف کشف مسیر شکلگیری و توسعه این توانمندی در این شرکتها انجام شده است. با استفاده از مصاحبههای ساختاریافته و مشاهده و مطالعه اسناد و مدارک موجود، دادههای مورد نیاز جمعآوری شده و با استفاده از روش تحلیل تماتیک، عبارات معنایی در قالب کدهای مفهومی و سپس تمهای فرعی و اصلی طبقه بندی شده و در نهایت نقشه تماتیک پژوهش ترسیم شده است. نتایج پژوهش نشان میدهد مسیر شکلگیری توانمندی نوآوری فناورانه در این شرکتها شامل چهار مرحله تمرکز بر راهحل یابی برای حل مساله مشتری، دانش فنی و مهندسی، تنظیم کارکردهای مدیریتی و ایجاد انضباط درونی است.

تحلیل نهادی نقش بازیگران در فرایند اجرای طرح های کلان ملی فناوری (مطالعه موردی: دو طرح کلان حوزه هوایی در ایران)
صنعت هوایی یک صنعت استراتژیک حیاتی در حوزه سیستم محصولات پیچیده برای اقتصاد و امنیت ملی محسوب می شود. هدف مقاله حاضر، تجزیه و تحلیل نهادی نقش بازیگران در فرایند اجرای دو طرح کلان ملی فناوری حوزه هوایی در ایران می باشد. با بررسی پیشینه و تجارب کشورها در طرح های کلان طراحی و توسعه محصول در حوزه هوایی، چارچوبی از بازیگران و اقدامات هر بازیگر در هر مرحله این طرحها ارائه شده است. راهبرد پژوهش حاضر مطالعه موردی، جهت گیری آن کاربردی، هدف آن توصیفی و رویکرد آن کیفی می باشد. ابزار گردآوری داده های اولیه مصاحبه با 14 خبره دارای تخصص و تجربه در حوزه هوایی و درگیر در دو طرح مورد مطالعه (هواپیمای دوزیست و موتورجت) میباشد که در بازه زمانی نیمه دوم سال 1398 صورت گرفته است. برای جمع آوری داده های ثانویه از تمامی اسناد و شواهد موجود در خصوص صنعت هوایی در ایران و خصوصاً دو طرح مورد مطالعه استفاده شده است. تحلیل داده ها با تحلیل محتوا و کدگذاری محوری انجام شده است. نتایج حاکی از آن است که طرح های کلان ملی فناوری، فرایندی پیچیده و چندمرحله ای می باشند و اجرای آنها نیازمند همکاری و هماهنگی میان شبکه گسترده ای از نهادهای مختلف از جمله بخش دولتی و خصوصی، دانشگاه ها و مراکز تحقیقاتی است. نتایج این پژوهش می تواند به منظور برنامه ریزی بهتر و مدیریت اثربخش طرح های کلان ملی حوزه هوایی مورد استفاده سیاست گذاران و نهادهای متولی قرار گیرد.

الگوی توسعه صنعتی در صنعت قطعهسازی خودرو: بینشهایی برای درک واقعیت کنونی
پژوهش حاضر روایتی تاریخی با تمرکز بر دورانی مشخص بین سالهای آغازین دهه 70 تا میانههای دهه 90 شمسی در صنعت قطعهسازی خودروست. در این بازه زمانی تحولاتی در این صنعت رخ داده است که از دوران پیش و پس از آن متمایز است. تکوین و توسعه صنعت قطعهسازی خودرو در این دوره تاریخی نمونهای از جریانهای تکوین و توسعه در صنایع ایران است که فارغ از پیامدهای مرادی و نامرادی آن، نیازمند تحلیلی واقعی است تا زمینهای برای درک مشترک فراهم شود. این پژوهش به دنبال پاسخ به این پرسش است که چه روایتی از توسعه صنعتی در صنعت قطعهسازی خودرو میتوان به دست داد که منطبق بر واقعیت باشد و آموزههای برآمده از این روایت چیست؟ به همین منظور با انجام مطالعهای اکتشافی به دنبال ارائه روایتِ تکوین و توسعه این صنعت هستیم. روندهای اساسی تکوینی صنعت قطعهسازی خودرو با انجام مصاحبههای عمیق استخراج شده است. در تحلیل نهایی استدلال شد که شناخت امور واقع اجتماعی فارغ از نگاههای سیاسی و روزمره، درکی عمیقتر و جامعتر در اختیار قرار میدهد و به مثابه سدی در برابر توصیفهای برآمده از نگاه کوتاهمدت و روزمره که ناپیوستاری اجتماعی هسته اصلی آنهاست، عمل میکند. آفتهای نگاه کوتاهمدت مانند تیشه به ریشه زدن است و تلاشهای وسیع در این صنعت را نادیده میانگارد. بر همین مبنا گفتمانی جایگزین پیشنهاد شده است تا صنعت قطعهسازی خودروهر آن گونه که هست توصیف شود تا در این مقطع زمانی محرکی برای رشد دوباره این صنعت باشد.

طراحی مدل نقشه شناخت فازی عوامل مؤثر بر سیاستگذاری علم، فناوری و نوآوری در منطقه ویژه علم و فناوری استان یزد
شاخصهای سیاستگذاری علم، فناوری و نوآوری برای فراهمآوردن اطلاعات لازم جهت پشتیبانی از سیاستگذاری مبتنی بر شواهد و همچنین فراهمساختن امکانات نظارت و ارزیابی موثر بر سیاستها حائز اهمیت هستند. همچنین بـه دلیل پیچیدگی زیادی که نظام علم، فناوری و نوآوری دارد، طراحـی مدلی جـامع بـرای سیاستگذاری این حوزه، یکی از دغدغههای مهم سیاستگذاران و تصمیمگیـران اسـت. هدف اصلی این پژوهش طراحی مدل ارتباطدهنده میان عوامل اثرگذار بر سیاستگذاری مناسب پدیده علم، فناوری و نوآوری و همچنین نحوه اثرگذاری عوامل است. با بررسی جامع پیشینه تحقیق، چارچوبی مفهومی از عوامل مؤثر و شکلدهنده سیاستگذاری علم، فناوری و نوآوری استخراج گردید. وضعیت موجود و اهمیت این عوامل با استفاده از پرسشنامه 56 سؤالی مورد سوال قرارگرفت. با استفاده از دادههای به دست آمده از پرسشنامه و نرمافزار SPSS، ماتریس همبستگی ساده پیرسون استخراج و به عنوان ورودی نرمافزار FCMapper مورد استفاده قرار گرفت. سپس با واردکردن خروجی نرمافزار FCMapper در نرمافزار Pajek به رسم نقشه شناختی فازی پرداخته شده است. با توجه به نتایج به دست آمده عامل اشتغال در حوزه سیاستگذاری به عنوان مهمترین عامل در بین سایر عوامل شناسایی گردید. در انتها مهمترین سناریوهای روبهجلو و روبه عقب برای سیاستگذاری علم، فناوری و نوآوری در منطقه ویژه علم و فناوری استان یزد مورد بررسی قرار گرفته است.
